2396: Cannot attack pet affected by "Severing the Tether" RA

Description

There are several issues with the Mentalist RA "Severing the Tether"
- The previous owner (and maybe realm friends?) cannot attack the pet
- The Mentalist (and maybe realm friends?) can still attack the pet
- Pet kill gives no RPs

Reproduction Steps

1. Create a Mentalist and a Alb or Mid pet class
2. Have Mentalist cast StT on the pet
3. Try to attack the pet as previous owner
4. Try to attack the pet as Mentalist
5. Observe no RP gain when pet performs a kill

Intended Behavior

- The previous owner should be able to attack the pet.
- The Mentalist should not be able to attack the pet
- A pet kill should give RPs
