2426: Melee RA style goes on CD when used out of range.

Description

Tried to test Razorback RA style on hero. Went to dummy and used it out of range of melee. It put the RA on 10 min cooldown without being used.

Reproduction Steps

1. Try using RA style out of melee range
2. Style will go on 10m cooldown
3.

Intended Behavior

Don't put the ability on cooldown if it has not been used.

Evidence

Just negative evidence that no TL reports mention this issue, or patch notes, or forum posts complaining about it.
