If you hit the "Mastery of Concentration" button while under influence of crowd control, to activate it as soon as the stun/mezz is running out, it will trigger the cooldown without any effect.
1. Create a class with MoC.
2. Ask someone to stun or mezz you. (ty Jaf :d)
3. Try to activate MoC while stun or mezz is still lasting -> notice you just wasted your MoC RA.
It should neither be possible to activate "Mastery of Concentration" while stunned or mezzed, nor should it trigger the cooldown timer without actually activating the 15 second effect of MoC.
Don't think evidence is needed here.
