0246: mezz does not break the mob cast

Description

We were doing some kill on lizard near nisse lair (midgard, east svealand).

I mezzed them, they often began to cast a nuke before they get mezzed.
once it is mezz off, they end their cast they instantly.

Reproduction Steps

1. Create a class that could mezz
2. go to the lizard spot near nisse lair (near the bridge)
3. wait a lizard to cast a nuke
4. mezz him before he's done
5. mezz off him

Intended Behavior

The cast should be totally rupted. and the mob should have to re-cast it instead off get an instant.

Evidence

Mezz do interupt any cast and the cast is cancelled once the target is mezzed.
