I attempted to spellcraft a player made cloak but it wasn't able to accept spellcrafting gems. I noticed the cloaks were showing as level 0 instead of level 1. This may be the cause of the issue since level 0 items may not display as ahving any imbue points.
1. Craft any cloak
2. Attempt to spellcraft
3. Fail
Make cloaks able to be spellcrafted. Increase the level of the cloaks to 1 if that is the cause.
Cloaks crafted by players have always been able to be spellcrafted.
