It's possible to get guards to follow you. It's not exploitable as the just follow and eventually lose aggro if you go a certain distance.
1. get any pet.
2. release pet near guards.
3. Charm it as soon as guards aggro to it.
The guards should not hold aggro this way. You are able to run pretty far with them following. Although this is not exploitable or game breaking, it's a bit menacing to any other realm who does not know they can't attack
You should be able to test this on a live server.
