Bounty items are available since 1.42 and should have an individual 3 minutes timer independant of the alchemy potions.
1. try buying some bounty points items
2. verify that they cost the right bounty points
3. verify that you can only have 1 / RR
4. try using 1
5. try using a potion
6. verify that they share the same timer
Potions / bounty items / item charges
should be 3 different timers
