after engaging, it seems that engage ability uses as much endurance as a shield slam or equivalent (depending on shield speed, size ...)
It should only consume a fixed amount per block
1. have a toon with shield spec
2. spec to 8 to get engage
3. try engaging a mob with a small and fast shield
4. try with a large and slow shield
5. notice the endo consumption
you should expend 5 endurance every time you are attacked independently of the shield used.
A paladin for example should be able to engage and regen at the same time while twisting to refresh

I get low on hitpoint, I put up engage, then I twist heal chant with endurance chant (since engage drains endurance constantly) and the mob gets blocked while I sit there and get healed, then when I'm ready I start attacking again.
