The damage cap of Bolts actually can't be incrased by Mastery of Magery.
1. Create a class with Bolt spec.
2. Cast a bolt on a grey target to figure out your damage cap.
3. Spec Mastery of Magery RA and cast a bolt once again on a grey target.
4. Notice the damage cap didn't change.
Mastery of Magery should raise the damage cap of Bolts, like it also does with direct damage spells.
