Your "Buff" spells will be 3% more effective per level of this ability.

values:

l2 6%
l3 9%
l4 12%
l5 15%

tested on shaman, base dex 159
with superior evasion value:48
with shadows enlightenment value: 70

buff value 118dex 3% = 3,54dex

moa0: 306dex
moa1: 310dex should be(306+3,54=309)
moa2: 313dex should be(306+7,08=313)
moa3: 314dex! should be(306+10,62=316)
moa4: 314dex! should be(306+14,16=320)
moa5: 314dex! should be(306+17,7=323)

this is what i would call ineffective, thanks merkel.

Reproduction Steps

1. create a buffer
2. spec mastery of the arcane
3. get back wrong values!
