At skald trainer in Jordheim I trained in the Purge RA. When I clicked "train" I received the ability, but it was removed from my list of RAs.
1. Create new skald
2. Get points for RAs
3. Train in Purge
The Purge ability should still be listed, when the "scroll bar" to the far right.
This isn't something that proof is required. It seems to still give you the ability, just different that it disappears.
