Description

Quest cant be taken from Quest NPC.

Reproduction Steps

1. become a Pala or Arms with Level 16+
2. move to Cear Ulf in Campa
3. Try to get the Quest from Eiddin Walelden

Intended Behavior

Quest should be availible at 1.65 , so pls implement this Quest
