After learning the RA "Lifter" i noticed a lack of update when you are overburdend. The status tells the right numbers but i wont walk on normal speed. Just when i drop a item, the status is updating and i can walk at normal speed.
Maybe it could be used backwards, too. The number (of possible encumberance seems to stay a while after respec(a few seconds by me) but i didnt learnt something new, so maybe no statusupdate was initiated.
i did this with an lvl 50 theurg a few minutes old.
1. be overburdend 10%
2. learn ra lifter lvl 1 (increase of 20 percant)
3. see if you can walk by the correct speed without dropping a thing.
Maybe the speed adjust "the false number" when getting values for telling which speed is adjusted.
I think it should be a problem easy to reproduce so i left other evidances then my testing.
