It appears the damage cap for Hib recurve bow (I can't speak to scouts or hunters)is not affected by dexterity. From published formulas it appears it should be.
1. Create a ranger i50 and spec recurved bow.
2. Attack low level creature where you will hit for max
3. Attack with bow not damage cap
4. Buff dexterity and attack again. Note the max damage has not increased.

EDPS = effective dps of the weapon
Note dexterity buffs affect weapon skill, with 288 dex my WS is 1586
With 228 dex it is 1369. Note in the formula above Weapon skill (WS) should affect effective DPS.
Damage Cap = EDPS * SPD * 3 * (1 + (SPD - 2) * .03) * (1.1 + (0.005 x spec) )
Note in the formula above the damage cap is related to EDPS which is related to Weapon Skill.
This Damage cap value for my ranger is 497 no matter what my weapon skill value is. Based on the formula above, damage cap should go up as weapon skill goes up.
