Commencement is a missing quest. It is provided to you by your trainer at level 2, but only if you completed the Immediate Resolution quest (see issue # ). As Immediate Resolution is largely missing from the game, it is my assumption that the Commencement is missing from those locations as well.
I tested this with the only Immediate Resolution available (Highlander Fighter).
1. Make a Highlander Fighter
2. Complete Immediate Resolution
3. Gain level 2
4. See that your trainer does not provide the quest
Commencement should be available to every class/race combo, but only after they have finished Immediate Resolution, are level 2, and only from the class trainer that provided them Immediate Resolution.
If the following sources are read, one would see that they reference Commencement being provided to Any class/race combo that completed Immediate Resolution.
