The quest Argus's Arrows should not exist in 1.65 as it was added in 1.69.
1. Go to Ludlow /faceloc 47066 45919
2. See that Argus Bowman has the quest available (I was level 3)
3. Punch him in the mouth
It is my suggestion that the quest be removed from the game.
Patch Notes that list the quest as "newly added."
