I took a horse to Broughshane Market in the Hibernia housing whilst I was encumbered, and the horse moved at the same rate I walk when encumbered. After dropping some arrows and dismounting I was able to move faster than the horse. This leads me to believe the horse was moving at the exact rate I was encumbered, though I did no retrieve my dropped items to test this theory.
1. Go to Hib housing encumbered
2. Ride horse to Broughshane Market
The horse should move the same speed as other horses and the movement speed of my character should not encumber the movement speed of the horse.
To get to the Hibernian housing I took a different horse and did not experience any issues with the horse being slow, or encumbered as I was encumbered then as well.
