2748: Volley forces a quiver even if you have arrows in inventory

Description

Even with arrows in the inventory, when no quiver is selected, volley refuses to work.

You can still use your bow normally though (1st arrow stack encountered in inventory is used

Reproduction Steps

1. Make a bow user toon
2. i50/irr5
3. buy long shot/volley
4. check

Intended Behavior

Volley should not force you to have a quiver selected and should use any arrow in inventory if none is, just like a standard/crit/rapid fire shot
