Somewhen in patch 1.53 - 1.54ish that sort of task/mission got added to the game for players of lvl40 or above. Every portalkeep of your realm(ligen,cain, hadrians and odins gate for hibs, for example) had a special npc
you could start such quest and/or get intel of enemies, that are currently having a mission running.
That sounds like a nice feature to generate some rvr action at lowtimes, specially for smallgrps and away of the "hotspots".
Some of the NPC do exist on uthgard but they did not interactto me, some are totally missing atm(that in ligen)
1. Get a lvl40 or higher
2. Find one of those npc (list of names + location in patchnotes in evidence)
3. Try to start any kind of mission

Add the misssing NPC along with the option to start missions or get intel on running enemies missions, if possible.

"Courier and Intercept Missions
We have introduced a new set of tasks named "Courier and Intercept missions". These missions take place within the frontiers and can only be given to players who are 40th level or higher. There are two sides to each mission, a kill task and a protect task.
