The "Mastery of the Arcane" states that at Rank 5 it increases buffs by 15%. This is incorrect and in some instances has zero impact on certain buffs. Please see attached screenshot.
1. Create level 50 Cleric.
2. Cast base & spec buffs - record/test values at MotA 0 and MotA 5.
3. Analyze data.
I'm not sure of the code behind how this RA is intended to function, but I doubt it is meant to have zero/false impact on certain buffs while a minor/false impact on others. Perhaps bring values all up to 15% as stated in RA description.
I could not find any detailed information on how this RA is intended to work. There are a variety of things that could be incorrect I imagine - For instance: Perhaps the MoA 0 values from buffs are inflated thus reaching the cap sooner or perhaps the MoA RA itself is not currently functioning properly, or something else.
