THis is one of 3 or 4 mobs you have to kill in Catacombs for the quest "Fall of an Empire"
I killed him one time, before on the step to do it. 2 hours later he has not respawned. Taras, another mob for this quest and should be exactly same behavior, is spawning over and over for comparison
1. Go to Catacombs
2. If Crotus is there, KILL!
3. Sit and wait to see if he respawns
I would imagine he should have his spawn timer set to the other mobs/quest mobs in this dungeon. If more than 1 person has the quest it could get very annoying (or if you kill him before the step)
I have no evidence that this mob should ever respawn, but as a quest mob i dont think it is intended to have permadeath. Especially since the other is respawning normal.
