2899: necro concentration and mastery of concentration dont work

Description

MoC and concentration are in the RA list for necro , they do not work.

Reproduction Steps

1. Instant lvl a necro to lvl 50 , get the concentration and MoC RAs and try it on a yellow /orange mob .

Intended Behavior

Concentration and MoC work for other spell casters.
