Friar's enhance spec haste does not work when buffed by a theurgs timed haste buff. The buff of higher value should apply (the friars buff) for the duration, then once the friars expires it should go back to theurgs lesser haste buff.
1. Receive haste buff from theurg
2. use friar self haste from enhancement spec
3. Friar buff doesnt work
