I looked up every patch till 1.65, i couldnt finde any info that wisp inferno was nerfed to 5% debuff. Usually it should be 150d(body) with 10%resist(body) debuff.
Currently i did test with warden who had cap resist + buffed body resist , and the cast debuffed just 5%.
1. create ani+warden
2. make a duel with that nuke and calculate debuff
3. compare results
Well the debuff amount just need to be increased from 5% to 10%.
