On my 50 bard, I was testing the Mastery of the Arcane realm ability. As listed, it provides a 3%, 6%, 9%, 12%, and 15% increase in effectiveness
to "buff" spells.
I trained 1, 2, 3, 4, 5 in order and casted my baseline buffs on myself and received no bonus in stats. At each rank, I casted my STR and CON buffs on myself and strength remained at 197 with no change, and con at 190 with no change.
1. Create a 50 bard
2. Train Mastery of the Arcane 1, 2, 3, 4, 5 and test the realm ability "Mastery of the Arcane" which is suppose to increase the effectiveness of your buff spells. Which in return, should increase the amount of stats one receives per buff.
3. See that its broken and providing zero bonus to spells.
I do not know why its not providing any bonus. It should increase the stats of baseline buffs, af or spec buffs. It does neither.

I don't believe I am wrong, because my bard surely isn't capped on stats and did not have any spec buffs on. Otherwise, this is a useless RA for bards and I do not understand its implementation.
