There is no tailoring supplies in TNN. I am aware of the change that issue 2829 made to reduce the amount of merchant(and level of supplies) however now there is no 1-500 available at all in TNN. However, there are still merchants available for alchemy and spellcrafting.
1. Take a lap around TNN and visit every merchant
2. Look at issue 2829 and see it was confirmed and resolved that there should ONLY be 1-500 available in TNN.

Put in a merchant for the starter levels of tailoring.
Issue 2829 was confirmed and resolved. In that issue it was stated that capital cities had merchants for crafting 1-500.
