Spells in Rejuvination line on Cleric cannot be cast on low of percentage of power even though power would still be enough.
Any spell takes a certain percentage of power, like Major
Resuscitation (lvl 18 major heal) takes 4% to 5% of a level 50 cleric's power bar.
Even though there is enough power with 7% of power you cannot cast the spell and it's stated, that "You don't have enough power to cast that!".
Same goes for other spells in the Rejuvination line of Cleric. Buffs work like expected and go down 0% of power (tested with resist buffs), Smite spells work as well.
Also tested this on Friar and the effect persists. This makes the effect also persist through relogging.
Cannot speak for other realms on this.
1. Create a Cleric or Friar
2. Spec some points into Rejuvination to get a heal spell (greater or major heal)
3. Cast this spell to loose power and watch percentage of power taken on cast
4. Repeat step 3 until message "You don't have enough power to cast that!" appears
5. Note power percentage
You should be able to cast until there is actually no power left to allow for another cast of this spell, i. e. you reach somewhere between (spell cost - 1) and 0 power points.
It's obviously not a real percentage bar if you cannot access those percentages below like 1.5 times of spell cost.
