3023: Hib Scythe of driving rain wrong quality

Description

Was killing irewood saplings today and i got a scythedrop from them called "Scythe of driving rain"

It has a 93% quality which is wrong. Old daoc zam link says 90%!
weird also that this mobs are lvl22 and drop a weapon with 10.2 dps(lvl 29+?)

Reproduction Steps

1. Kill irewood sapling
2. Get scythedrop
3. see 93% on it

Intended Behavior

fix it to 90%
