The spawn of Exiled Rowdies is missing to complete the quest: Bandit's Return

Reproduction Steps

1. Accept the Quest from Moesen in Ardagh
2. look for the Exiled Rowdies at around loc=20968, 1974 Silvermine Mtns

Intended Behavior

set spawn of exiled Rowdies at the right place
