i (20) wanted to start the quest
But Samlauf Kolsson does not have any quest for me

Reproduction Steps

1. try to start the quest

Intended Behavior

the quest should be available to any class with level 17 or above

Evidence

I played this quest with my first daoc char about 15 years ago
