0306: Underhill Ally is healing self, should only heal group mates

Description

The Underhill Ally pet is able to heal itself. This is not how the game mechanic is intended to function. The pet has always and should always only heal the owner as well as group members whose health reach a specific threshold. This can be seen in the description of the pet in patch note 1.45.

Note it says "Seriously" injured. In patch 1.62, this threshold was raised.

Reproduction Steps

1. Summon an underhill ally pet.
2. Allow pet's HP to reduce to below 25% (But not die)
3. Set pet to passive mode (if in combat) and watch it continuously heal itself.

Intended Behavior

The Underhill Ally was never meant to be capable of healing ITSELF as this negates the necessity for a focus pulling class to have a dedicated healer.

Allow the Ally pet to target itself for casting the HP regen buff, but do not allow it to cast its healing spell if the target is itself.
