I received the quest at level 7 from mercenary trainer. I run to PKB to talk to Lady A. She directs me to West Downs where I am to deliver supplies to Guard Balen (not sure on spelling). I ran to WD, clicked him, handed him supplies, and nothing happened. Supplies disappeared, and I click him again, and he asks for the supplies.
1. Get quest from trainer
2. Speak to Lady A
3. Hand Guard B the supplies
Either have trainer offer new supplies or be able to drop the quest and restart it
It is a bug because I can no longer progress in my epic quest line and there is currently no way to get new supplies
