Reopening issue #2071 ( https://uthgard.org/tracker/issue/2071/@/_Alb_Quest_Andrew's_skins_shouldn't_exist ) because this quest still exists. It should not in 1.65.
It seems that instead of removing the quest the required level was changed to level 1 (should be lvl 3 but not important anyway, the quest needs to be entirely removed)
1. Create new character level 1
2. Talk to Andrew Wyatt
3. See he still gives the quest
