The damage variance of DoTs should be different from cast to cast - but the ticks of one single DoT should not differ.
At the moment the DoT damage varies from one tick to another resulting in ticks looking like this:
5 damage
18 damage
11 damage
3 damage
12 damage
7 damage
1. Create a toon that can dot
2. dot a NPC
3. take a look at the variance of each tick
Several screen shots shown in the issues 2635 and 2229 display what I experienced on live:
The ticks of one DoT will always make the same damage (independent of your skill level).
However, the damage of one DoT in comperison to another will vary.
For example as a full skilled mana menta, your spec DoT will have almost no variance. Your mentalism DoT will have quite a huge variance. Which will result in one Dot making 6 times 12 damage and the next DoT on same kind of mob 6 times 20 damage.

This kind of behavior I made use of millions of times when xp'ing in SI. Casting DoTs several times until one with a high amount ticked.
