This appears to be a reintroduction of an earlier bug marked as "resolved".
Issue 1298: 298: Shadowy Gem (Nightshade lvl 7 Quest Reward) Fails to Effect. It appears to be back.
1. Do the Nightshade level 7 Quest while at Level 7
2. Receive a Shadowy Gem from Fagan as reward
3. Equip item and get a message saying "The magic of the shadowy gem fails to affect you."
Equipping the Shadowy Gem should result in players stats being raised according to the item description...which by the way now again says "Level 8" item. Leveling the player to Level 8 and re-equipping the item does not fix it.
