3194: Reinforced Round Shield has wrong attack speed

Description

Reinforced Round Shields (maybe other Round Shields too) has 2.8 in speed, which is the same speed as Bucklers.

According to Motog's Crafting Calculator, Round Shields are supposed to have 3.1 speed.

Reproduction Steps

1. Get a Weaponcrafter that can make Reinforced Round Shields
2. or buy one..
3. Look at its speed.

Intended Behavior

Change the speed to 3.1
