There was a bind stone in the center of Innis Carthaig.
1. Go to Innis Carthaig and try to bind somewhere.

Put a Bind stone in town that was included before patch 1.65.

This is intended. Bindstones are not available for Cornwall Station, Innis Carthaig, and Skona Ravine as per patch 1.74.
