the icon of both instant DD of minstrels become "grey" when used (correct) but "reload" 4-5 seconds before you can effectively reuse the spells.
1. create a minst to level 5 and train instruments
2. put the spells in the bar
3. use the spell and look at the icon
adjust the timing of the "reload" of the icon.. have not checked if this affects other spells/classes/realms
the evidence is that the icon must "reload" at the correct timing, it fades from "grey" to "enlight" in about 1-2 seconds.. when the icon become enlight again, the spell is usable.
