3214: Salvage & DF Seals. (Metalworking) should be 750 for max mat

Description

I noticed when i was salvaging DF gear prior to 750 metalwork i wouldn't get maximum materials that I am suppose to get , I figured whatever i'm not 750, now even at 750 i'm still not getting the max, and my friend who's 850 isn't getting the max either,
AT Certain skill levels you get MAX amount of salvage,
For DF seal Gear its 750
For SI its 950.

Reproduction Steps

1. Purchase any item that salvages for the high amount of return
2. Salvage at 750 ~
3. Notice that it gives you a random number and not max # of material return

Intended Behavior

Should make it so that 750 metal working gives you the max amount.
