3269: treasure hunt quest don't give weapons

Description

I did't receive a weapon at the end of the quest as intended

Reproduction Steps

1. go to Gaenor the Pierce Merchant in Howth at lvl 21

2. complete all steps
3. go to the enchanter at the tower near howth

Intended Behavior

- give the opportunity to choose a weapon or a magical item by the enchanter
