Housing markets used to have a merchant that sold extra decoration items not available in the stores that are accessible from the house or garden.
I don't remember the names of the merchants, but I did find a list of items they sell:

Obviously this list is for Hibernia and the items would be different for the other two realms.
I checked every market in Albion, but I am unable to check Hib and Midgard.
1. Travel to each housing market
2. Observe there is no furniture NPC
Furniture NPCs should be placed in the market areas of some or perhaps all housing zones (I am not sure if one was in every market or just the main zone).
