The quest had same problem months ago. Tried with 3 characters, nothing spawns.
1. Take quest "Youth Gone Wrong"
2. Click on Mandra to spawn Youths
3. Nothing spawns
Youth should spawn when you click on Mandra, after she says 'They are coming'
This was flagged as resolved but it's unworking again
