While completing the quest Catch of the Day on Hibernia in the Cliffs of Moher, Aessa asks you to kill a fanged sinach. She tells you the monster roams the beach just south of her during the daytime.
I roamed the beach between the hours of 0600 and 1800 in-game time on several in-game days and also on different real-time days. I checked the entire coast north-end to south-end at both the shoreline and a bit further up the beach panning around and was unable to locate the fanged sinach.
1. Start quest Catch of the Day and proceed to the step where Aessa asks you to kill the fanged sinach.
2. Search the beach south of her location for this monster during the daytime.
This monster should spawn along the beach in the 4000, 37000 range in the Cliffs of Moher.
The top-most comment from this archive link states that the sinach spawns along the water during the day on the beach.

The top-most comment from the following link is for a different quest (Piaras and Lhia) which has the possibility to ask the player to find a fanged sinach. The comment titled "Sinach" includes a /loc along the beach stating it is a daytime spawn.

It's fairly recent (in terms of DAoC), but the following link shows the bestiary entry for the fanged sinach with a screenshot of it in the water (along the beach).
