While doing the lvl 15 epic quest of the valewalker (Cad Goddeau A), I received the "Necklage of laughing wind" and noticed it was a lvl 1 item.
1. Lvl a valewalker to 15
2. Complete the lvl 15 epic quest
3. Receive the necklace

Well, it's obviously not a lvl 1 item. Maybe a lvl 17 item according to this source : http://camelot.allakhazam.com/item.html?citem=6109
