3413: Lastname cannot contain more than 2 upper case letters, why?

Description

The game does not allow for a lastname with 3 capital letters, it should.

Reproduction Steps

1.Try to add more than 2 capital letters to your lastname at the lastname registrar.
2. Fail to do so because the game only allows for 2 capital letters.
3. /bang

Intended Behavior

Allow for more than 2 capital letters in a characters lastname.

Evidence

I have tried to have the lastname OneManArmy because I have always used that lastname however, last night when I tried to use it I couldn't.
