3423: Ebony Collar of the Dead, Scout Epic lvl20 Item has no stats

Description

The Scout lvl20 Epic Item from the Quest "Legend of the Lake" is called "Ebony Collar of the Dead". It should have stats. It shows none, just delves that it is a drop for Scouts, Friar, Theurgist, and Armsmen. It shows no stats, nor gives any stat increases when worn.
