3481: /shuffle, /deal, and other card deck commands missing

Description

The various card deck commands (/shuffle, /deal, etc.) are not implemented. They were added to DAoC in patch 1.51 and therefore should be available on Uthgard.

Reproduction Steps

1. enter game
2. try any of the card deck commands, such as /shuffle 1 (to shuffle 1 deck of cards)
3. be sad when you are told no such command :(

Intended Behavior

Implement the card deck commands in order to become more like patch 1.65.
