My guild leader has been using the same two handed sword with a proc since level 41. The proc on the weapon is a 43 level proc. For the entirety of level 41 and 42, his weapon has not once procced in combat. The moment he hit 43, he's been getting procs at a normal rate. I do not believe the proc function is setup properly to reflect the situation that existed in 1.65 DAoC. Please look at my evidence.
1. Check the code
2. to see if a proc
3. will fire when the player is 1 or 2 levels LOWER than the proc.
If the code does not allow this, then the code is wrong.
A proc is suppose to fire when a player is within 2 levels of the proc level or is higher level than it.
A level 35 player wearing armor and weapons all proced with level 37 procs should be getting reactive and active procs firing off in combat at a normal rate. The proc should still work because he is within 2 levels of the proc level.

A: A weapon, or a charged item proc, goes off when it is either your level, within one level of you, or within two levels of you, depending on the item. “Reverse proc” items (ie, gloves that proc) follow the same guidelines.
Please bear in mind that you cannot make reverse proc items go off when you choose – they go off when you are struck in that area. In other words, if you have procing gloves, they go off when you’re hit in the hand.

A: You’re correct, I mistakenly assumed that it would go without saying that a proc would work if you were higher level than the proccing item. (Is proccing a word?)
