Theurgist ice elementals seem capped at the level 25 spell and don't improve in any significant way. At least casting speed and damage seem not to improve at all and the resist rate seeem hardly noticeable.
1. be a level 50 theurg
2. cast a level 25 ice pet on level 50 mob
3. look how fast and hard it casts and how often the spell get resisted
4. cast a level 40 ice pet on level 50 mob
5. look how fast and hard it casts and how often the spell get resisted
6. make a comparison
7. make a conclusion
Patch Notes 1.65:
"Spells cast by Theurgist ice elementals have been tuned to cast faster, do more damage, and scale appropriately with level to help deal with resists."
So i assume that means, a level 40 ice pet should cast faster, harder and with less resists as the level 25 pet.
