3604: Runic Hardenend Leather Leggins salvaging for wrong material

same issue as this:

got hard leather instead of tempered leather

Reproduction Steps

1. take the item
2. salvage it
3. see the wrong leather

Intended Behavior

like the solved issue 2172: change the salvage gain to the correct leather type and also check all the runic leather drops to give the correct leather.

Evidence

issue 2172 has all the required evidence and was already solved..
